The Emergency Project Manager position is crucial for the operational aspects of the Rapid Response Mechanism (RRM) led by NRC. This role is based in the area office in Pemba and focuses on the effective delivery of emergency response services within the consortium. The manager will oversee the implementation of emergency programs, ensuring that they align with NRC's strategies and donor requirements. The position involves managing RRM teams in both Pemba and Mueda, reporting directly to the Area Manager , and collaborating with the program unit to ensure successful project execution. The Emergency Project Manager will also play a key role in developing and implementing cash-based projects and emergency strategies, contributing to the overall mission of NRC in providing timely and effective humanitarian assistance .
Duties and Responsibilities:
The Emergency Project Manager will be responsible for a wide range of duties, including:
- Implementing the Rapid Response Mechanism (RRM) in collaboration with consortium partners, ensuring adherence to NRC policies and procedures.
- Managing and leading the RRM teams in Pemba and Mueda, including performance management , workforce planning, recruitment, and staff development.
- Coordinating emergency and cash-based project implementation , including budget management and project documentation.
- Developing and managing project budgets, preparing spending plans, and proposing amendments as necessary.
- Ensuring high technical quality of projects and providing regular progress reports to the Area Manager.
- Liaising with local authorities and stakeholders to promote the rights of Internally Displaced Persons (IDPs) and returnees.
- Actively monitoring context developments and displacements to inform alerts and project adjustments.
- Leading capacity-building initiatives for project staff and ensuring the transfer of key skills.
- Developing and implementing digital voucher responses and pool funds for emergency response within the consortium. 1
- Providing inputs for donor reports related to emergency projects.
Required Qualifications:
Candidates must possess a minimum of three years of senior-level experience in a humanitarian programming environment, specifically in project management roles. They should have a proven track record of implementing emergency program cycles in complex and volatile contexts. Knowledge and skills in cash-based programming and market analysis are essential, along with expertise in emergency response mechanisms, particularly Rapid Response Mechanisms (RRM). Strong leadership skills, a supportive management style, and the ability to work effectively across cultures and with diverse stakeholders are also required. Candidates should demonstrate flexibility in managing and prioritizing a diverse workload.
Educational Background:
A relevant educational background is essential for this position, with a preference for candidates holding a degree in humanitarian studies, international development, project management, or a related field. Advanced degrees or specialized training in emergency response or humanitarian assistance will be considered an asset.
The ideal candidate should have at least three years of experience in senior project management roles within humanitarian contexts. Previous experience working in Mozambique or similar environments is highly desirable, as is familiarity with the local context and challenges faced by displaced populations. Candidates should also have experience in needs assessment , project monitoring and evaluation , and program development.
Fluency in English, both written and spoken, is mandatory for this position. Knowledge of Portuguese is considered an asset, as it will facilitate communication with local stakeholders and enhance project implementation.
Additional Notes:
This position is based in Pemba, Mozambique, and is offered on a 12-month contract, which can be either national or international. The role requires significant travel, estimated at 75% of the time.
