Job Summary: The EpiC Global Health Security (GHS) project supports Mozambique to strengthen systems for the prevention, detection, and response to infectious disease threats. A key component of operational readiness is ensuring that critical outbreak response co dities are appropriately quantified, procured, tracked, positioned, and rapidly deployed when needed.

The Technical Officer Stock Pre Positioning will support implementation of activities related to emergency preparedness co dities, operational readiness, and outbreak response logistics under the EpiC Global Health Security project in Mozambique. Working closely with MISAU, INS, provincial authorities, RTC, and other partners, the Technical Officer will support co dity quantification, stock monitoring, deployment planning, and operational readiness activities. The Technical Officer Stock Pre Positioning will be based in Maputo and will report to the Global Health Security Expert.

Accountabilities:

Emergency Co dity Planning and Quantification

- Support quantification exercises for priority outbreak response co dities.

- Assist in defining co dity requirements for priority public health threats and emergency response activities.

- Support forecasting and planning processes for emergency preparedness co dities and equipment.

- Contribute to development and refinement of quantification tools and methodologies.

Co dity Tracking and Operational Readiness

- Establish and maintain systems for tracking project-supported emergency response co dities.

- Monitor stock levels, storage locations, expiry dates, and availability of priority co dities.

- Maintain inventory records and routine stock status reports.

- Support identification of co dity gaps and replenishment needs.

Stock Positioning and Emergency Deployment

- Support positioning and movement of emergency co dities based on risk and preparedness priorities.

- Assist in planning and coordination of co dity deployment during outbreaks.

- Track co dity movements and utilization during emergency responses.

- Support development of procedures and tools for rapid deployment.

Coordination and Capacity Strengthening

- Work closely with MISAU, INS, RTC, provincial authorities, and project teams.

- Participate in technical working groups and preparedness coordination meetings.

- Support training and mentoring on emergency co dity management and operational readiness.

- Document lessons learned and recommendations.

Applied Knowledge & Skills:

- Possess moderate knowledge of concepts, practices and procedures, providing technical support for the implementation of Stock Positioning and Emergency Deployment activities

- Development of scope of work and deliverables for partners, consultants, etc.

- Understanding of the political, contextual, and ethical issues in assigned areas.

- Articulate, professional and able to communicate in a clear, positive manner with clients and staff.

- Excellent organizational and analytical skills.

- Demonstrated proficiency with using Microsoft Office Suite required.

- Ability to analyze and interpret data, identify errors, and prepare reports.

- Ability to solve problems and implement corrective action as needed.

Supervision Given/Received:

- No supervisory responsibility.

- Receives methods and procedures on new projects and assignments.

- May provide guidance to other lower-level staff.

- Reports to the Global Health Security Expert.

- A minimum of a bachelor’s degree in public health, Pharmacy, Supply Chain Management, Logistics, Health Systems Management, Emergency Management, or related field required. Master’s degree preferred.

- A minimum of four years of relevant experience in public health, emergency preparedness, outbreak response, logistics, or supply chain management.

- Previous professional experience in a non-governmental organization (NGO), government agency, or private company.

- Experience supporting government health systems, preferably in Mozambique.

- Experience managing health co dities, laboratory co dities, emergency supplies, or related resources.

Typical Physical Demands:

- Typical field environment.

- Ability to spend long hours looking at computer screens and doing repetitive work on a keyboard.

- Ability to sit and stand for extended periods of time.

- Ability to lift/move up to 5 lbs.

Technology to be Used:

- Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

The expected hiring salary range for this role is USD 34,000 – 43,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
